DAVID M. THOMAS, ESQ
Founding Partner
Through his 20 year career in politics, Dave has become a respected voice throughout the Pennsylvania General Assembly. He is the only lobbyist in Harrisburg with the unique experience of being Chief Counsel to both the Speaker of the House and to the Senate Majority Leader. Dave served as Chief Counsel to the Speaker of the House from 2010 to 2014 and served as Chief Counsel to the Senate Majority Leader from the end of 2014 through May 2016.
MATT PLUMMER
Managing Partner
Matt has been with The DT Firm from the beginning. With his experience in lobbying, political consulting and policy development-he does it all for our clients. He got his start with one of Harrisburg's premier lobbying firms before joining the Governor's Office. Inside the Capitol on a daily basis, Matt takes pride in knowing the pulse of the General Assembly at both a member and staff level.
EVAN THOMAS
Business Manager
Evan handles cash flow, payroll, expense reporting and the firm's lobbying disclosure reports. Prior to joining The DT Firm, Evan served as the President and CFO of a New England based window manufacturing company. Evan also has over 20 years of experience in the medical software industry in various roles including sales, business development and project management.
JENNA EARLEY
Director of Government Affairs
Jenna is responsible for the development and implementation of The DT Firm strategic policy agenda for each established priority area for our clients. She received her Bachelor of Arts in History from Millersville University and her Masters of Public Administration from Shippensburg University. Jenna brings years of political and communications experience to the firm and is devoted exclusively to the promotion and enhancement of the interests of our clients throughout the Commonwealth.
CARSON BAKER
Senior Associate
Born and raised in Northeastern PA, Carson has been involved in politics since he was a kid. Growing up in a political environment that has given him a unique perspective into the way government operates. Carson got his professional start as the political director for former State Senator John Raftery's campaign for Attorney General. During that time Carson spent almost 2 years traveling the state and was responsible for the day-to-day operations for the campaign as well as the campaigns voter contact strategy.
THOMAS LIPKO
Senior Associate
For his entire professional career, Tom Lipko worked for AFSCME Council 13. During his tenure, Tom would rapidly advance himself through the organization. At the age of 34, Tom was the youngest ever to be promoted to Assistant Executive Director in AFSCME Council 13's history. Because of his prior political experience through the years, he was also tasked to be one of AFSCME's lobbyists. He received his bachelor's in Business Administration at Lock Haven University and completed an Executive Training Program at Harvard University.
Justin "Gus" Shuey
Associate
Gus Shuey is a lifelong central PA resident. Gus had previously served as the Deputy Executive Director of the Keystone State Railroad Association, a role he served in for 8 years. He has experience with Association management, while also lobbying in several different areas such as health care, gaming, and education. Gus has many years of political experience where he had served in every role within campaigns. He has worked on local and statewide campaigns. Gus has an Associate Degree in Accounting. He also serves as a Borough Councilman in his hometown of Jonestown PA. He enjoys playing golf, reading, and hunting in his free time.
Ryan Bonus
Deputy Director, Economic Development
Ryan is responsible for the implementation of economic development programs for The DT Firm. He received his Bachelor of Science in Economic degree from Messiah University in 2020. Ryan brings years of economic development and compliance experience to the firm. Lastly, he is dedicated to providing a noteworthy and seamless experience to our clients.
Jen Kralik
Administrative Assistant
Jen joined the firm in April 2024. She assists with scheduling and administrative responsibilities. Jen brings 25 years of state government experience to her position through various roles in Human Resources and Management in the Governor’s Office of Administration, the Governor’s Office of Policy and Planning, and the Pennsylvania Senate.
BILL DEWEESE
Consultant
Bill is a former member of the Pennsylvania House of Representatives. He served as the 135th Speaker of the House from 1993 to 1994. He was born in Pittsburgh and raised in rural Greene County. After earning a B.A. in history at Wake Forest University, he joined the United States Marine Corps 1972-1975.
Ryan Bowe
Associate
Born and raised in Harrisburg, Pennsylvania, and now residing in Hershey with his wife and two children, Ryan graduated from Pennsylvania State University in 2010 with a bachelor’s degree in political science and a minor in accounting. During his tenure at university, he established and led the Adult Literacy and Advocacy Club. His professional journey includes government relations with the Philadelphia Water Department and the PA AFL-CIO and over a decade with AFSCME Council 13, where he ascended from Organizer to Staff Representative, to Assistant Director, and ultimately to Director of Member Services and Workforce Development. Ryan has gained extensive experience in labor relations and policy advocacy, demonstrating a profound commitment to labor rights and education.
MARC GERGELY
Consultant
Marc was a member of the Pennsylvania House of Representatives representing the 35th District and was elected in 2002. He was also the Deputy Whip. He attended Indiana University of Pennsylvania and he began working for Senator Albert Belan.
